With the panic and growing number of casualties both Human and Therian during the riots of the 1980s, it was clear something had to be done to ensure public safety, and offer an unbiased justice system for Therian citizens. After a new Therian legislation branch of the government was established, along with the implementation of Therian laws, officials answered the cries of its citizens for a new law enforcement agency equipped to handle Therian threats.

In 1990, the Therian-Human Intelligence, Recon, Defense, Squadron -or- the THIRDS, opened its doors, pairing every Human element within the organization with a Therian one, in the pursuit of justice for all species.

Departments & Agent Responsibilities

• Intelligence Agents: Gather, analyze, and monitor information using the Themis System. The Themis System runs a series of highly advanced algorithms to scan surveillance submitted from Recon Agents looking for psychological and behavioral anomalies in order to identify potential threats. Information can be gathered through espionage, cooperating with other agencies, interception, and communication.
• Recon Agents: Go out on missions to obtain information through visual or other detection methods. They are responsible for the investigation process of the THIRDS, making them the detectives if the organization. Recon Agents work closely with both Intel and Defense, using Defense as their backup out in the field.
• Defense Agents: Are a tactical team, the trackers, and muscle behind the Intelligence and Recon departments. They provide backup for Recon and take the necessary action to neutralize threats out in the field, and protect the investigating Recon team. Once Recon agents have a suspect, the Defense agents hunt them down. Therian agents are usually the first to engage high level threats.
